In the Mangystau Region, the prosecutor's office has uncovered systemic violations in the healthcare sector, including the fictitious provision of medical services and possible corruption offences.
SCHEME FOR THE EMBEZZLEMENT OF BUDGET FUNDS
One of the organisations inspected is suspected of embezzling budget funds totalling over 600 million tenge. According to the investigation, the money was channelled out by replacing the bank details of recipients and transferring it to affiliated accounts.
PRE-TRIAL INVESTIGATION
In connection with these facts, the regional prosecutor's office has launched pre-trial investigations, which are being conducted by special prosecutors. Details of specific suspects, further steps or court decisions are not specified in the materials.
GOVERNMENT MEETING
Earlier, Prime Minister Olzhas Bektenov instructed that subsidisation of private schools and medical organisations be reviewed, following identified cases of excessive funding and vulnerable schemes.
The ministries of education, healthcare, finance and labour were given a week to prepare proposals to strengthen oversight and prevent fraud in social payments.
TRANSFER OF THE SHIF TO THE CONTROL OF THE MINISTRY OF FINANCE
In developing these instructions, the Ministry of Finance completed an analysis of the activities of the Social Health Insurance Fund (SHIF). The inspection revealed fictitious patients, payments for services to deceased individuals, mismatches of screenings by gender, and cases of double funding for private clinics.
It was established that since 2020, the SHIF has accumulated 588 billion tenge in investment income, including 195.9 billion tenge for 2025, while part of the funds was not directed towards providing medical care. Based on the analysis, the fund was transferred to the purview of the Ministry of Finance, and materials were sent to law enforcement agencies.
STATEMENT BY THE PRESIDENT AT THE NATIONAL KURULTAI
At the National Kurultai, President Kassym-Jomart Tokayev stated that the violations identified in the compulsory social health insurance system are systemic and indicate weak managerial oversight.
The head of state reminded that 7.8 trillion tenge was allocated to healthcare in 2024–2025, and instructed that all beneficiaries of the identified schemes be established.
