In Atyrau Region there are more than 190 dilapidated houses, around 90 of them are in Atyrau. Residents of some buildings, which were declared unsafe as far back as 2011, continue to live in them because they have not been rehoused. The authorities plan to resettle the remaining houses by 2029.
Residents of several dilapidated houses in Atyrau continue to live in conditions they themselves describe as dangerous to health and life. Despite the official status of unsafe housing and promises of rehousing, some buildings have still not been demolished, and people are forced to repair their flats every year at their own expense.
The buildings in question were built decades ago; walls are crumbling, roofs are leaking and there is no proper heating.
WHICH HOUSES HAVE BEEN DECLARED UNSAFE
According to the Atyrau city department of housing and communal services and housing inspection, there are three unsafe houses on Shukir Yerkinov Street. One of them contains 22 flats. All of them were declared unsafe in 2011, reports MIA 'Kazinform'.
Buildings No. 4 and No. 4a were built around 70 years ago. According to residents, the walls are covered in cracks and mould, and the roofs have partially collapsed.
WHAT THE RESIDENTS SAY
A resident, Fariza Sarsengaliyeva, said that people had previously been promised relocation to a block of flats in the 'Ogorodny' microdistrict. She claims this promise was made by the former mayor of the city, Shakir Keykin. However, the situation later did not change.
Residents now claim that the house is not on anyone's balance sheet, and there is no homeowners' association either.
'If the house were warm and clean, we would continue living here despite its dilapidated state. But there is no heating. The warmth doesn't reach the flats. We have to walk around the house in our outdoor clothes. Some neighbours are renting accommodation elsewhere. Those who can't afford to do that stay here. The furniture is covered in mould. People take out loans, make repairs, but the situation doesn't change,' says resident Aizada Beisembai.
WHAT ARE THE AUTHORITIES' PLANS
The department reported that a roadmap is in place, approved by the deputy mayor of Atyrau Region, covering the period up to 2029.
At the beginning of the year, a decision was made to demolish two unsafe houses. Flats are being purchased from the budget to rehouse the residents.
ACCORDING TO THE HOUSING AND COMMUNAL SERVICES DEPARTMENT
According to the housing department, on average 7–8 unsafe houses are rehoused per year. However, to resolve the problem in the next 3 years, at least 29 houses would need to be rehoused every year.
In fact, rehousing is proceeding faster: in 2023, 13 houses were rehoused; in 2024, 24 houses; and in 2025, 20 houses.
The timeframe for rehousing the specific houses on Shukir Yerkinov Street is not specified in the materials.
