The mother of a child with a disability in Kyzylorda was given a flat on the fifth floor of a building with no lift.

A resident of Kyzylorda cannot move into the rental housing provided to her due to the lack of a lift in the five-storey building. She is raising a fully blind 15-year-old son with a musculoskeletal disorder and claims it is physically impossible to carry the child up to the fifth floor every day.

WHAT CONDITIONS WERE OFFERED TO THE FAMILY

According to Perizat Orzhanova, the rental housing was provided to her through Otbasy Bank. The flat is on the top floor of a building without a lift. She claims the building has no facilities for a wheelchair ramp, reports «31 Channel».

The woman notes that the bank was aware of her son's health condition and, before the move, had informed her that a lift was available. After receiving the flat, it turned out there was no lift in the building.

«I can neither move in there nor vacate this housing. Going up and down to the fifth floor with my son is simply impossible. He needs fresh air and daily treatment,» Perizat said.

WHAT CONDITIONS IS THE FAMILY LIVING IN NOW

According to the report, the family has been living in temporary housing for the last 12 years, which is in a dilapidated condition. The woman cannot vacate it because she is not ready to move into the flat offered to her.

No further details about the waiting time for new housing or possible alternatives were specified in the materials.

WHAT OTBASY BANK RESPONDED

The Deputy Director of the Kyzylorda Regional Branch of Otbasy Bank, Dastan Tasybayev, explained that rental housing is distributed through an automated system without the involvement of staff.

According to him, the specific floor was determined by the automated system. If the woman submits an application, her current request will be cancelled while retaining her place in the queue. She has not yet signed a full rental agreement in her own name. Upon reallocation, the system, as assured by the bank representative, will take her request into account.

THE APPLICANT'S CONCERNS

Perizat Orzhanova fears that the process may drag on, as the family has already been in temporary housing for more than ten years. The statement does not mention a timeframe for the reconsideration of the application.
