The long-standing unfinished project of Akhmetov in the EKR has gained new partners for completion

In the village of Glubokoye in the East Kazakhstan Region, the future of a boiler house, the construction of which was announced by the former regional governor Danial Akhmetov back in 2018, has been decided. The project is planned to be completed amid critical wear and tear of the current heat supply system, where accidents and leaks are regularly recorded during the heating season.

According to Hronika.kz, the Social and Entrepreneurial Corporation (SEC) «Ertis» has been brought in to implement the project. The Director of the SEC's Investment Department, Aslan Smagulov, confirmed that a format of tripartite cooperation has been approved between KGP «Teploenergia», JSC «SEC «Ertis», and LLP «Mimsan Industry Boilers».

According to him, in June of this year, the parties entered into a joint activity agreement. To date, a survey and assessment of the technical condition of the installed structures have been carried out, a geodetic survey has been completed, metal structure elements have been identified, verification calculations have been made, and a concept design has been developed. The preparation of design and estimate documentation is ongoing.

«It was fundamentally important for us to find a working and legally sustainable mechanism to complete the project, which already had a significant degree of readiness and a technological link to the installed equipment. The format of the joint activity agreement made it possible to preserve previously completed design solutions, minimise budgetary risks, and ensure a clear distribution of responsibilities between the parties,» Smagulov said.

As clarified, the joint activity agreement does not provide for the creation of a new legal entity. KGP «Teploenergia»'s contribution is represented by the unfinished construction facility, JSC «SEC «Ertis» provides advisory and legal support, and LLP «Mimsan Industry Boilers» takes on the bulk of the financing and the organisation of construction and installation works. The term of the agreement runs until 2027, with the main construction work planned to be completed by autumn 2026.

Construction of the boiler house began in 2020 under a public-private partnership agreement with the Turkish company JSC «Mimsan Endustri Kazanlari Sanayi ve Ticaret A.S.». The total cost of the project was around 6 billion tenge, of which nearly 2 billion tenge was financed through state funds. In March 2023, the agreement was terminated due to the investor failing to meet its obligations.

It is noted that the project was actively promoted by Danial Akhmetov, who urged village residents to be patient, promising that the partners would complete the facility on time.

As court case materials show, by the time the agreement was terminated, earthworks had been carried out on the site, the foundations of two blocks had been poured, metal structures had been partially assembled, three boiler units had been installed, and a water supply had been connected. After this, the facility remained in an unfinished state for about two years.

The official representative of JSC «SEC «Ertis», Inabat Kaisanova, stated that the corporation will oversee compliance with deadlines and the quality of work.

«Financing of the project is planned using borrowed funds attracted by the private partner, including with the participation of JSC «Industrial Development Fund». Payment for completed work will be made by KGP «Teploenergia» in stages after the facility is put into operation and the 2026–2027 heating season is successfully completed. The signed agreement stipulates that the risks associated with the private partner's obligations to creditors are not imposed on the utility enterprise and JSC «SEC «Ertis»,» she said.

Thus, if the stated deadlines and conditions are met, residents of the village of Glubokoye could receive a new heat supply system by next autumn.
