The signature of the former akim of the East Kazakhstan Region Danial Akhmetov on a document dated 30 June 2016 created an administrative barrier that entrepreneurs have been unable to overcome for eight years.
According to Ratel.kz, this came to light at a meeting of the Council for the Protection of Entrepreneurs' Rights and Anti-Corruption of the Regional Chamber of Entrepreneurs.
"Businessmen claim that the akim's order, which suspends the provision of land plots until the results of the working group's work are finalised, hinders economic activity near the Bukhtarma Reservoir", the statement said.
Local executive bodies cite this very order whenever any action concerning land is required.
"The order prevents entrepreneurs with tourism facilities on the coast from expanding or changing their line of business by altering the intended use. The working group is inactive and thereby obstructs business operations on the coast of the Bukhtarma Reservoir", reported Alistan Maratov, an expert from the East Kazakhstan Region Chamber of Entrepreneurs.
As a result, meeting participants decided to send an appeal to the akimat of the East Kazakhstan Region requesting that it consider the possibility of cancelling Akhmetov's order or speeding up the submission of the working group's findings.
It is worth recalling that about a year has passed since Danial Akhmetov's resignation as akim of the East Kazakhstan Region, yet the disappointing results of his tenure are still evident.
For example, in 2018 the akimat of the East Kazakhstan Region promised to build a boiler house in the village of Glubokoye. In the end, construction of the facility only resulted in the erection of a metal frame.
Now, according to the regional akimat, following the development of the design and estimate documentation, the cost of the project will be determined, and construction will be started again.
