Deputy Marat Kozhayev has proposed cancelling the discount on fines for persistent traffic offenders.

Kazakhstan may review the procedure for paying fines for violating traffic rules. Senator Marat Kozhayev announced on 6 February 2026 that drivers who violate traffic rules more than 10 times within a year may be deprived of the right to pay fines with a 50% discount.

BACKGROUND OF THE INITIATIVE

Marat Kozhayev proposed amendments to the Code of Administrative Offences so that repeat offenders would pay the full amount after the tenth fine, reports Zakon.kz.

"I proposed this last year – the proposal was reviewed by the government and supported. When the next changes are made, I will initiate the introduction of these amendments," the deputy stated in the corridors of the Senate.

WHAT WILL CHANGE FOR DRIVERS

Currently, the option to pay 50% of the fine amount when paying on time applies to all drivers, regardless of the number of violations.

If the proposed amendments are introduced, drivers who violate traffic rules more than 10 times within a year will, after the tenth violation, be deprived of the right to pay fines with a discount and will have to pay them in full.
