A retender for the training of regional volleyball teams worth 1.27 billion tenge in the Zhetysu region has been declared invalid. The only bid — from the State Public Enterprise «Zhetysu Volleyball Club» — was rejected by the tender commission due to failure to meet qualification requirements.
QUALIFICATION REQUIREMENTS
According to the tender documentation, potential suppliers were required to demonstrate the availability of material and human resources.
In particular, the participant had to confirm ownership or lease of a sports facility with an area of no less than 2,300 sq m, located within the Zhetysu region. The procurement terms also stipulated a zero advance payment.
BID OPENING RESULTS
Only one bid was submitted for the tender — from the State Public Enterprise «Zhetysu Volleyball Club». The organisation is a municipal state enterprise under the Department of Physical Culture and Sports of the Zhetysu Region.
COMMISSION DECISION
The tender commission rejected the bid of the sole participant. According to the final report, the potential supplier was deemed not to meet the qualification requirements regarding the availability of necessary material and human resources.
The bid did not include qualification confirmation for a number of specialists, including:
- one player holding the title «Master of Sports of International Class» (MSIC);
- three players holding the title «Master of Sports» (MS);
- ten players holding the title «Candidate Master of Sports» (CMS);
- three head coaches with higher education in the field of «Physical Culture and Sports».
CURRENT STATUS
As no supplier was permitted to participate in the tender, the public procurement has been declared invalid. No winner has been determined.
