In the city of Kurchatov, Abai Region, a case of placing the personal data of kindergarten employees in open access was uncovered. The published documents contained information on 75 employees, including individual identification numbers (IIN), full personal details, and other confidential information.
WHAT VIOLATIONS THE PROSECUTOR'S OFFICE UNCOVERED
According to the Prosecutor's Office of the Abai Region, the violations were discovered by the Kurchatov city prosecutor's office during an analysis of the public procurement sector. When announcing a tender for periodic medical check-ups of staff, the educational institution published a list of employees with their personal data in open access.
The published information included the employees' full personal details, their IINs, and other restricted information.
WHY THIS IS CONSIDERED A VIOLATION
According to the legislation of the Republic of Kazakhstan, persons who have access to restricted information are obliged to ensure its confidentiality. The dissemination of personal data without the consent of the owner or without legal grounds is prohibited.
As noted by the prosecutor's office, the actions of the institution's management created a threat of potential use of the personal information for unlawful purposes.
WHAT PENALTY WAS IMPOSED
After the intervention of the prosecutor's office, the violations were rectified. The guilty official was brought to administrative responsibility under Part 2 of Article 79 of the Code of the Republic of Kazakhstan on Administrative Offences ("Violation of the legislation of the Republic of Kazakhstan on personal data and their protection").
The court imposed a fine of 432,500 tenge.
CONTEXT
This is not the first case of personal data leakage in the Abai Region during public procurement for employee medical check-ups.
In July 2025, the Borodulikha District Prosecutor's Office uncovered similar violations in three secondary schools, where the data of 194 employees, including personal details and IINs, were made publicly accessible. The school directors were subsequently brought to administrative responsibility, and the total amount of fines exceeded 1 million tenge.
