The Government of Kazakhstan has approved the construction and modernisation of a pharmaceutical complex in the Karaganda region, costing 42.5 billion tenge. The project provides for the production of 74 types of medicines, including drugs for the treatment of oncological and orphan diseases.
WHAT IS KNOWN ABOUT THE PROJECT
An investment agreement has been concluded between the Ministry of Health and the Karaganda Pharmaceutical Complex LLP. The corresponding decree was signed by Prime Minister Olzhas Bektenov.
The project is being implemented as part of instructions from President Kassym-Jomart Tokayev on import substitution and increasing the share of domestically produced medicines. The total volume of private investment will be 42.5 billion tenge.
The Government noted that the initiative is aimed at developing high-tech pharmaceutical production and deepening the localisation of the industry.
WHAT MEDICINES ARE PLANNED FOR PRODUCTION
Production will cover several areas, including drugs for the treatment of oncological, autoimmune and orphan diseases.
The enterprise also plans to produce immunobiological and other high-tech preparations for the prevention and treatment of socially significant diseases. In addition, the project provides for the synthesis of active pharmaceutical ingredients, as well as the production of biological and biotechnological products.
WHAT THE PROJECT WILL BRING TO THE REGION
The implementation of the project will create around 70 new jobs. A modern pharmaceutical production infrastructure is planned for Karaganda.
It is noted that the launch of the enterprise should contribute to the development of the domestic pharmaceutical industry and reduce dependence on imported medicines.
HOW KAZAKHSTAN'S PHARMACEUTICAL INDUSTRY IS DEVELOPING
By the end of 2025, the volume of pharmaceutical production in Kazakhstan reached 191.1 billion tenge, which is 8.7% more compared to 2024.
The volume of investment in the industry over the year increased from $91.3 million to $142.8 million. Since December 2025, seven investment agreements worth a total of 360 billion tenge have been concluded in the pharmaceutical sector.
These projects provide for the production of around 474 types of medicines and the creation of more than 1,170 permanent jobs.
