In Kostanay, after the start of roadworks, several cars were found in private hands with dismantled city paving stones. Following an inspection, the Housing and Communal Services (HCS) department filed a police report.

WHY THE AKIMAT ISSUED A WARNING

According to Alau.kz, roadworks and pavement renovations are ongoing in Kostanay as the weather warms up. New paving stones are being laid on Karbyshev Street and near the railway station.

Amid the repairs, the akimat reported cases where paving stones removed from the streets ended up in private hands. As lawyers explained, transporting and storing such material without the necessary permits could be considered theft of state property.

Chief Inspector of the Legal Service of the Kostanay Akimat, Tulegen Zaksalykov, stated that not only those who remove the paving stones but also those who purchase them could face liability.

WHAT THE SPECIALISTS FOUND

Over the course of a week, specialists discovered four cars carrying dismantled city paving stones in the Severny microdistrict and the Zarechny village. The private individual in possession of the construction material could not provide documents for the origin of the paving stones.

Following this, the HCS department filed a police report.

HOW THE OLD PAVING STONES ARE USED

The akimat explained that the dismantled paving stones are taken to specially secured sites. One of these is located on the grounds of the Kostanay-Su enterprise, and another at a heating company’s base.

According to city services, the old material is reused to repair burst pipes in winter, fix roads, and renovate pavements on peripheral city streets.

WHAT BUYERS ARE ADVISED TO LOOK OUT FOR

Specialists recommend purchasing paving stones only from official shops with receipts and documents. Residents are also asked to be wary of construction materials with suspiciously low prices.

According to specialists’ estimates, the current price per square metre of paving stones, including the base layer, is 13,000–14,000 tenge.
