A court in Shymkent has found the director of the State Institution "Medical and Sports Dispensary of Shymkent," Aip Asanov, guilty of accepting a bribe, fraud and embezzlement of budget funds. He has been sentenced to 4 years in prison, with a lifelong ban from holding positions in public service.
WHAT THE COURT ESTABLISHED
According to Polites News, the investigation revealed that on 15 January 2026, officers from the Anti-Corruption Service of the Department of the National Security Committee (ACS DNSC) for Shymkent uncovered evidence of the institution's head accepting a bribe during covert investigative actions.
According to case materials, the money was handed over by the dispensary's lawyer, R. A. Tazhenov, in exchange for keeping his job.
WHAT OTHER INCIDENTS WERE INCLUDED IN THE CASE
The court also established that Aip Asanov illegally appropriated budget funds totalling 6.9 million tenge. It is alleged that the money was obtained through the illegal accrual of salaries and other payments to individuals who did not actually work at the institution.
Furthermore, the director appropriated money from 33 employees of the dispensary, using the pretext of paying bonuses.
WHAT SENTENCE THE COURT IMPOSED
The court found Aip Asanov guilty under Part 3 of Article 189 of the Criminal Code of the Republic of Kazakhstan ("Misappropriation or embezzlement of entrusted another's property on a large scale"), Part 3 of Article 190 of the Criminal Code of the Republic of Kazakhstan ("Fraud"), and Part 1 of Article 366 of the Criminal Code of the Republic of Kazakhstan ("Accepting a bribe").
He was sentenced to 4 years in prison with a lifelong ban from holding positions in public service.
CONTEXT
Over the past two years, the State Institution "Medical and Sports Dispensary of Shymkent" has appeared in a criminal case related to the illegal use of budget funds for the second time.
In September 2024, the Inter-District Criminal Court of Shymkent found the former head of the dispensary, Irina Dolbilova, and accountant M. Abdikarimova, guilty.
The court established that they embezzled budget funds amounting to 3.4 million tenge by illegally accruing a salary to a person who did not actually work for the organisation. Each of the convicted individuals was sentenced to 2 years in prison with a lifelong ban from holding public office.
