A court in Aktau has sentenced an accountant who organised a scheme of fictitious employment to obtain social payments for pregnant women. Using forged documents and digital signatures, she secured inflated benefit payments, causing the state damages of 146 million tenge.
HOW THE SCHEME WORKED
According to the Department of the Agency for Financial Monitoring (AFM) for the Mangistau Region, the investigation established that the accused organised a scheme to obtain inflated social payments through fictitious employment.
According to preliminary data, the accountant used the social network Instagram, where she posed as a specialist in managing social payments. She offered help with applying for benefits, promising to increase their amount.
To implement the scheme, individual enterprises (IEs) were registered in the names of relatives and acquaintances, which did not actually carry out any business activity.
Using electronic digital signatures (EDS), fake hiring orders, employment contracts, and payroll sheets were drawn up. These documents created the appearance of official employment and income.
HOW THE PAYMENTS WERE PROCESSED
Based on the submitted false information, the authorised bodies allocated social payments in increased amounts.
Certain entrepreneurs, after receiving the funds, initiated the reversal of previously transferred pension and social contributions.
AMOUNT OF DAMAGE
As a result of these actions, the damage to the state amounted to 146 million tenge.
With the money obtained, the accused purchased a three-room flat. During the investigation, a seizure was placed on the property.
COURT DECISION
The court found the woman guilty and sentenced her to 5 years in prison. The flat was confiscated to the state revenue.
The sentence has entered into legal force.
