Not long ago, the FBRK Telegram bot received information that a contractor, who won an open tender for repair work in Ust-Kamenogorsk, increased the cost of services by almost double after the contract was signed.
The FBRK editorial team sent an official request to the Akimat of Ust-Kamenogorsk to clarify the situation.
We previously reported that in 2024, under the budget programme for landscaping and greening of populated areas, 62.5 million tenge was allocated from the local budget for the long-awaited repair of the city embankment on Protazanov Street from the Ulba Bridge to Myzy Street.
In May, the State Institution 'Department of Housing and Communal Services, Passenger Transport and Highways of Ust-Kamenogorsk' signed a contract worth around 36 million tenge with the tender winner, LLP 'Design Pro'.
However, in June the parties entered into an additional agreement, not only extending the service delivery period but also increasing the contract amount to 70 million tenge.
Similarly, the parties signed contracts for the landscaping of the mass grave and the renovation of the pedestrian zone on Potanin-Astana-Kashaubayev Streets. Afterwards, they increased the contract amounts by almost double.
The Akimat of Ust-Kamenogorsk redirected our request to the city's housing and communal services department, where it was explained that 70 million tenge had initially been allocated for the embankment repairs.
The tender was announced on the public procurement portal for 62.5 million tenge. However, reflecting the supplier's discount, the contract was signed for 35.8 million tenge.
This amount was meant to cover the cost of dismantling supports, laying new cable networks, installing new supports and lights, etc.
The remaining allocated funds were decided to be spent on additional work: installing sports surfaces, dismantling and installing new 'Workout' complexes, a children's play complex, gazebos, etc.
To this end, the parties entered into an additional agreement, stipulating an increase in the value of the main contract to 70 million tenge.
Similarly, the cost of work on the landscaping of the mass grave and the renovation of the pedestrian zone on Potanin-Astana-Kashaubayev Streets was also increased 'due to additional work'.
The response from the state institution indicates that all allocated funds were spent as intended, and the repair work is in progress.
