In October, the editorial team at FBRK wrote about a square located in the capital's microdistrict "Krasnaya Derevnya", whose residents have been fighting against the development of the green zone for several years now.
We reported that the square at the intersection of Ablai Khan Avenue and G. Musrepov Street was created collectively: residents planted trees and shrubs themselves.
Local residents learned about the development of the square in 2021, when it became clear that the owner of the plot, then - KazSpetsReserv LLP, intended to build a multi-storey building on this site.
Our editorial team managed to uncover some interesting details about the current owner of the plot, which may reveal a lot about the company.
As a reminder, later, in November 2022, the plot was purchased by Fiesta Hall LLP, which, incidentally, is involved in restaurant activities.
According to data from the portal kompra.kz, the first director and founder of Fiesta Hall LLP is Lyazzat Bolatovna Shakenova. The company has a medium level of tax risk.
It has become known that the Shakenov family owns several other companies.
Felix Prime LLP, registered in March 2022, specialises in printing production. The founder of the company is Lyazzat Shakenova, and the company is managed by Madi Bolatovich Shakenov. Felix Prime LLP has a tax debt of around 1.5 million tenge.
Bekzat 2014 LLP was registered in October 2013. The company is engaged in construction and installation works, and currently has enforcement proceedings debt amounting to around 377 million tenge.
The founder and first director of the company is Bolat Shakenovich Yeskarayev, who is presumably the father of Madi Shakenov, and has restrictions on leaving Kazakhstan due to enforcement proceedings debt of over 380 million tenge.
An interesting fact: the owner of Fiesta Hall LLP, Lyazzat Shakenova, registered Florence Decor Sole Proprietorship in August 2024, which organises cultural and entertainment events. The company's details list a contact postal address that matches the name of Bekzat 2014 LLP.
New Vector LLP, registered in August 2024, is owned by Balzhan Aituovna Yeskarayeva - likely the wife of Bolat Yeskarayev, who, incidentally, has enforcement proceedings debt amounting to 4.4 million tenge. The company carries out plastering works and currently has a medium level of tax risk.
Another company managed by Balzhan Yeskarayeva is DDT Invest LLP, registered in July 2007. The company specialises in construction of residential buildings and, equally interestingly, is the general contractor of the project for the construction of a multi-storey building on the plot owned by Fiesta Hall LLP.
We can assume that the companies involved in the development project of the square in the "Krasnaya Derevnya" microdistrict are managed by several members of one family, which could potentially lead to a conflict of interest.
An equally important fact is that the companies linked to the development project have financial and legal risks, including significant tax debts and travel bans for some directors.
And so a logical question arises: what really lies behind Fiesta Hall LLP's determination to continue construction in the "Krasnaya Derevnya" microdistrict, despite the active opposition of local residents regarding the development of the square?
