Subsidies worth 203 million stolen in Turkestan region

The Prosecutor's Office of the Turkestan region has uncovered a scheme involving the embezzlement of 203 million tenge, which were allocated as subsidies for the development of livestock farming.  

According to the press service of the department, a resident of the Sauran district used electronic digital signatures (EDS) of 20 individuals. Over three years, he received state subsidies for the purchase of large cattle (LC), which in reality did not exist.

"Regarding the fact of the embezzlement of funds, the regional prosecutor's office has registered materials in the Unified Register of Pre-Trial Investigations (part 4 of article 189 of the Criminal Code – 'Misappropriation or embezzlement of entrusted property'), and the pre-trial investigation has been assigned to special prosecutors (the criminal prosecution department of the regional prosecutor's office)", the statement reads.

The suspect has been taken into custody for 2 months.

Recall that in September, the Agency for Financial Monitoring (AFM) uncovered cases of fraud in obtaining loans for breeding pedigree LC in the Aktobe branch of JSC "Agrarian Credit Corporation". Representatives of 4 peasant farms (PFs), using forged documents, cashed out subsidies and credit funds allocated under the state programme "Sybaga", without purchasing any livestock. As a result, the state suffered damage on an especially large scale totalling nearly 1 billion tenge

In December of last year, a deputy of the Kobda district maslikhat of the Aktobe region, Asylbek Nurgeldinappeared in court suspected of fraud involving state programme funds.

According to the prosecution, Nurgeldin misled the state, embezzling 457 million tenge. Initially, he submitted a request to JSC "Agrarian Credit Corporation" for subsidies amounting to 390 million tenge to purchase 600 head of cows in Russia under the state programme "Sybaga". However, the cows were never purchased. Moreover, Nurgeldin received an additional 66 million tenge in subsidies for LC feed.
