Subsidies of 20 million tenge were misused in the West Kazakhstan Region

The prosecutor’s office of the Chingirlau district in the West Kazakhstan Region uncovered cases of misuse of budget funds amounting to more than 20 million tenge.
 
According to the department’s press service, for example, in December 2021, one of the local farms applied to purchase 442 breeding sheep and received subsidies of 6.6 million tenge
 
Prosecutors established that within a year, the said livestock was removed from the agricultural animal identification database.

“In accordance with the rules for subsidising the development of livestock breeding, increasing productivity and quality of livestock products, approved by order of the Minister of Agriculture dated 15.03.2019, the safety of the declared breeding stock (excluding the zootechnical disposal rate) is ensured throughout the year”, the statement reads.

As a result, material damage was caused to the state in the amount of 6,630,000 tenge. Regarding the violations, a corresponding supervisory act was issued to the authorised body.
 
To date, based on the prosecutor’s representation, 14.7 million tenge has been returned to the state, with the remaining amount being recovered through enforcement proceedings.

It will be recalled that in December last year, a deputy of the Kobda district maslikhat of the Aktobe region, Asylbek Nurgeldinappeared in court suspected of fraud with state programme funds.

According to the prosecution, Nurgeldin misled the state by embezzling 457 million tenge. Initially, he submitted a request for subsidies from JSC ‘Agrarian Credit Corporation’ in the amount of 390 million tenge for the purchase of 600 head of cattle in Russia under the ‘Sybaga’ state programme. However, the cows were never purchased. Moreover, Nurgeldin received an additional 66 million tenge in subsidies for cattle feed.

In September, the Agency for Financial Monitoring uncovered instances of fraud in obtaining loans for breeding pedigree cattle at the Aktobe branch of JSC ‘Agrarian Credit Corporation’. Representatives of 4 farms (KHs), using forged documents, cashed out subsidies and credit funds allocated under the ‘Sybaga’ state programme without purchasing the livestock. As a result, the state suffered damage on an especially large scale totalling nearly 1 billion tenge

In October, the prosecutor’s office of the Turkestan region uncovered a scheme for embezzling 203 million tenge, which had been allocated as subsidies for livestock development. A resident of the Sauran district used the electronic digital signatures (EDS) of 20 individuals. Over three years, he received state subsidies for the purchase of cattle (CATTLE) that were not actually acquired.
