Senate deputy Marat Kozhayev called for stronger accountability for drivers, especially for repeat offences recorded by technical means.
According to media reports, Kozhayev proposes introducing a mandatory retake of the theoretical driving test for drivers who have 10 or more offences recorded by cameras.
"It is important to develop a mechanism of differentiated punishment for offenders, taking into account the number of offences over a certain period, and certainly remove the 50% discount on fine payments for repeat offenders", the statement reads.
The deputy also believes that fines recorded by cameras are ineffective in combating repeat offences.
"The current law enforcement practice does not properly curb systematic violations, as it is impossible to hold a driver accountable for repeat offences recorded automatically by technical means, because the fine is issued to the vehicle owner without considering the offence history", the deputy noted.
Kozhayev also pointed out that some wealthy citizens do not take fines seriously. He cited an example from Almaty, where the same driver committed 143 offences in one year, paying fines totalling more than 3 million tenge.
The senator suggested that in such cases, drivers should be required to retake their driving tests, and if necessary, have their driving licences revoked altogether.
