The Samruk-Kazyna Fund will become the owner of Kairat Boranbayev’s company?

A document regarding the shareholders' meeting of the company QazaqGaz, held on 1 August, was published on the website of the Kazakhstan Stock Exchange, KASE. The document indicates that the investment holding company 'Samruk-Kazyna' intends to buy the gas distribution company, once owned by Kairat Boranbayev, from the Ministry of Finance. 

The sole shareholder of QazaqGaz – JSC 'Samruk-Kazyna' – plans to put forward for consideration the issue of acquiring a 100% stake in the charter capital of the LLP 'AsiaGaz Chundzha'. 

To recall, in March last year, Mr Boranbayev, his business partner Roman Nakhanov, and the former deputy chairman of the board of QazaqGaz, Taiyr Zhanuzak, were sentenced to 8 years in prison for the embezzlement of funds on an especially large scale in the quasi-public sector. 

Later, the sentence was overturned because Mr Boranbayev entered into a plea deal with the investigation. At the same time, information appeared in the media that in June last year he had compensated for material damage amounting to 14.5 billion tenge

Furthermore, it was reported that Kairat Boranbayev had voluntarily returned assets worth over 90 billion tenge to state ownership and transferred 30 billion tenge to the Educational Infrastructure Support Fund. 

Soon after, Mr Boranbayev confessed his guilt, agreeing to a deal with the prosecutor, after which his sentence was commuted to 6 years in prison with confiscation of property.

As part of his voluntary cooperation with the investigation, he transferred to the state the oil and gas field 'Karazhanbas Severny' with an estimated value of 35.4 billion tenge, the LLP 'KazTurboRemont Service Centre' worth over 9 billion tenge, LLP 'AsiaGazChundzha' valued at 14 billion tenge, and much more

Later, the court granted the businessman's petition and commuted the unserved part of his sentence to a restriction of liberty. 

In November 2023, Mr Boranbayev was released from the penal colony. In May of this year, Deputy Chairman of the AFM (Agency for Financial Monitoring) Zhenis Yelemesov told journalists that Mr Boranbayev had already returned 134.5 billion tenge to the state. 

In June, Kairat Boranbayev was re-elected as president of the National Paralympic Committee.

As for 'AsiaGaz Chundzha', it is worth recalling that the partnership is involved in the transportation and sale of commercial gas

There is information that, after the company is transferred to the ownership of 'Samruk-Kazyna', QazaqGaz will have to place one thousand ordinary shares on the market at a price of 9.29 million tenge per security.
