In the West Kazakhstan Region, at a meeting of the Ethics Council, a disciplinary case was considered against the akim of the Zhanabulak rural district of the Akzhaik region, Zhamil Daviskaliyev. 
According to the publication “My City”, a local resident Yeskaliyev complained about the official, who directed foul language at him. Daviskaliyev did not deny his guilt, noting that Yeskaliyev was the first to start using swear words during the discussion.
According to him, the incident occurred on the first of September in the village of Zhanabulak. That day, the akim was returning from a school assembly.
“I was informed that a truck carrying hay was driving around the village. Previously, villagers had repeatedly asked me not to allow trucks to drive through our village so they wouldn't damage the new asphalt. We even installed a barrier and road signs. For heavy vehicles, we built a bypass. Despite this, the truck entered the village. It turned out they were bringing feed for livestock at a low price, selling it for just 7,000 tenge. This was beneficial for the villagers. But this situation displeased Yeskaliyev, who was also involved in selling hay. He stated that he was bringing us hay and would enter the village regardless. I asked him to use the bypass. I have known Yeskaliyev since childhood; we grew up together. But he began using foul language, swearing. Dozens of villagers witnessed it. I lost my temper and also swore. I admit my guilt”, said Daviskaliyev.
After hearing the akim, members of the Ethics Council noted that in any case, a civil servant must control their emotions and not give in to provocation. According to them, it should be the police, not the akim, who ensure that heavy machinery does not drive through the village.
In the end, the Council decided to bring Zhamil Daviskaliyev to disciplinary responsibility in the form of a reprimand.
Recall that in November of last year, the akim of the Novoilinovka rural district of the Kostanay region, Makash Taimasov, became known to network users because of a scandalous video. The footage showed Taimasov trying to buy alcohol after 23:00, and, after being refused, directing obscene expressions at the seller.
Later, the akim appeared before the Ethics Council. The official stated that the obscene expressions were not directed at the seller but were only used as filler words. However, the council members were not convinced by such arguments. As a result, Makash Taimasov was dismissed.
