In the Turan microdistrict of Shymkent, road repairs that began more than six years ago have still not been completed.
According to 24.kz, the deadlines for handing over the facilities have been postponed several times, but the work remains unfinished.
"When it rains, everything here gets flooded. You can't walk on the pavement – it's not finished. They lay a bit and then give up. It's all broken up. It's impossible to walk," said resident Laura Andakulova.
It is reported that the delay is due to court proceedings over the expropriation of land plots, negligence on the part of contractors, and difficulties in coordinating work on laying utilities.
"First the water supply went in, then the gas pipeline, then the sewerage, and after that they started on the roads. When two or three crews are working, accordingly one crew should work while the other crew waits for this work to be done," explained Bakhyt Abdukarimov, chief specialist of the Shymkent Department of Energy and Infrastructure Development.
It has become known that anti-corruption volunteers have identified a number of deficiencies in these facilities regarding the laying of road surfaces, drainage systems, and cycle paths.
For his part, First Deputy Head of the Shymkent Anti-Corruption Service Alexey Koloskov noted that four unfinished facilities are under the department's supervision.
"If the contractor companies fail to fulfil their obligations, the clients will file lawsuits in the judicial authorities to have them declared bad-faith participants in public procurement," he stated.
The Akimat stated that the authorities plan to file a lawsuit against the contractor who failed to complete the work on 10th Street.
