JSC «NC «QazaqGaz» plans to procure services for the preparation of information materials, as well as their publication in the media. The national company intends to spend 104 million tenge on this.
According to Ratel.kz, the materials must contain information on the progress of gasification in regions of Kazakhstan, safety when using gas in the home, and so on.
"Preparation and placement of information materials (news stories) in news programmes broadcast between 20:00 and 23:30, with a duration of up to 90 seconds in one language, as well as video clips lasting 30 seconds in advertising slots from 20:00 to 23:30. The contractor undertakes to submit information materials to the customer for approval before broadcast. If the requirements specified in the application are not met, the customer will not pay for the material that has been broadcast", is stated in the technical specification for the lot.
At the same time, the national company published a list of television channels and media outlets where the materials are to appear. These include: "Kazakhstanskaya Pravda", "Egemen Qazaqstan", "Liter", "Aiqyn", "Vremya", "Kursiv", "Delovoy Kazakhstan".
Television channels: "Jibek Joly", "Kazakhstan", "Perviy Kanal Evraziya", "Astana", "Khabar", "KTK", "31 Kanal", "Khabar 24", "Atameken Business Channel" and "7 Kanal".
Internet portals: tengrinews.kz, forbes.kz, newtimes.kz, arasha.kz, zakon.kz, nur.kz, toppress.kz, ulysmedia.kz, orda.kz, baq.kz, total.kz and so on. In addition, the technical specification also lists foreign media: tass.ru, interfax.ru and trend.az.
It is worth recalling that in April of last year, the Almaty Centre for Monitoring and Analysis of Public Development Administration held a tender, the name of which specified "Services for the analysis and monitoring of media". The purchase amount for the service was 5,152,000 tenge. The winner of the competition was Alem Research LLP.
The supplier was required to monitor positive, negative and neutral mentions of the Akim of Almaty, Erbolat Dossayev, in the media. It was reported that out of 12 thousand mentions of the akim, 10.7 thousand turned out to be negative and only 343 mentions were positive.
Journalists also published an incomplete list of media outlets, in which an orange line appeared next to the names of those that wrote in a negative tone, and a blue line next to those that wrote in a positive tone.
In December of the same year, Erbolat Dossayev stated that such measures were necessary "for the work of the akimat". In his opinion, if someone wanted to understand which media were for or against him, no one would publish an official report on the government procurement website.
In October of this year, it was reported that the Almaty akimat plans to spend 44.6 million tenge on placing publications on social networks and in the media.
