The Prime Minister has instructed that public procurement procedures be simplified.

Prime Minister of Kazakhstan Olzhas Bektenov has ordered the simplification and acceleration of procurement procedures in the quasi-public and state sectors, as well as increasing the share of domestic goods within them. 

The head of government noted, that the current procedures, which are also characterised by the deliberate dragging out of state procurement processes, are slowing down the development of the economy as a whole.

“We need to be bold here, because the current procurement system is holding everything back. An entire illegal business has sprung up around the competition appeal procedure. We must fundamentally change the situation so that we do not have to come back to this issue again,” — stated the Prime Minister at a government meeting.

Olzhas Bektenov spoke about the need to significantly increase the share of Kazakhstani goods in the public procurement system. According to the Prime Minister, this is possible with the help of existing incentive mechanisms. In particular, through support for new industries. 

The Prime Minister instructed state bodies to work out the necessary measures with expert associations in the near future and include them in the legislative amendments currently under consideration in Parliament. 

The Chairman of the Presidium of the NCE “Atameken”, Raimbek Batalov, agreed with the stated approaches and declared his readiness to work jointly with the ministries on this issue. 

Furthermore, the meeting reviewed the process of launching the unified digital public administration platform “QazTech”, and also discussed the reform of housing policy

Recall, in April of this year, Olzhas Bektenov instructed to double the number of long-term contracts between large enterprises and small and medium-sized businesses to stimulate domestic production.
