In June, the acting head of police station No. 3 in Aktau, N. Sagyntayev, approached a local resident, Batyrzhan Ji, who was on probation due to a criminal conviction.
The police officer asked him to find a young man under 21 "to carry out provocative actions, expressed in the purchase of alcoholic drinks at the 'Pyala' café, in order to bring the owner to administrative responsibility".
According to Ratel.kz, Ji later introduced Sagyntayev to Danil Lebedev, who was 20 years old. The police officer offered Lebedev 10,000 tenge to buy alcohol at the 'Pyala' café.
Lebedev agreed and filmed the purchase of the alcohol on video, which he then sent to Ji. On the same day, the young man wrote a statement at police station No. 3 requesting action be taken regarding the sale of alcohol to a person under the age of 21. After this, he received the promised money.
A few days later, the son of the owner of the 'Pyala' café contacted Lebedev, asking him to withdraw the statement. In return, he offered a monetary reward of 50,000 tenge. Lebedev then told Ji about this, and Ji suggested demanding 300,000 tenge from the café owner's son.
"Lebedev said the money would be handed over to the management of police department No. 3. He then suggested 'resolving the issue' through Ji, who introduced himself to the café owner's son as a police officer", the report states.
In the end, Ji and Lebedev were detained while receiving the money by officers from the Anti-Corruption Agency. In court, the café owner's son said that provocations by police officers against the 'Pyala' café had been going on for three years.
It is noted that the police officer Sagyntayev refused to give testimony during the investigation and in court.
The court found the defendants guilty of fraud and also of incitement to give a bribe to an official, sentencing Ji to 3 years and 8 months in a penal colony, and Lebedev to a fine of 7 million 980 thousand tenge.
