Police negligence led to a tragedy in Almaty

Lieutenant-Colonel of the Migration Police Daniyar Adenov has been ordered to pay 1 million tenge to Almaty resident Indira Tergeubayeva, who sustained severe burns as a result of an arson attack carried out by her ex-husband, a Russian citizen.

According to ORDA, the day before the tragedy, the ex-husband once again came to Tergeubayeva's shop and began issuing threats. She called the police and told law enforcement officers that her husband was threatening to kill her and that he was also subject to deportation under a court order.

According to the victim, the police officers did nothing; they took her statement and never came back.

Later, the man brought 40 litres of petrol to the shop, poured it over the woman, and then set her on fire. The attacker died at the scene, and Tergeubayeva sustained serious injuries.

"He had two pistols and a large knife. He poured it all over the shop, over me, and set it all on fire. There was an explosion. He died at the scene, and I was thrown out into the street by the blast wave. I received very severe burns and am still undergoing treatment; I've already had my ninth operation," the victim says.

The court established that the tragedy might not have occurred if Lieutenant-Colonel Daniyar Adenov had enforced the Supreme Court's ruling on the man's deportation.

However, due to the expiration of the statute of limitations, he was released from criminal liability. The court ruled that he must pay the victim 1 million tenge. Tergeubayeva will be able to claim the remaining compensation through civil proceedings.
