Heads of rural districts and school principals in the Zhetysu region illegally withheld mandatory contributions from the salaries of persons with disabilities, mothers of large families, "Heroine Mothers", as well as others awarded the "Altyn Alka", "Kumis Alka", "Maternal Glory" medals, and so forth.
According to a press release from the regional prosecutor's office, by law, such contributions for this category of citizens are paid by the state. Despite this, employers withheld more than 5.5 million tenge from 166 citizens.
"Following a supervisory directive from the Zhetysu regional prosecutor's office, the violated rights of these citizens have been restored, and the process of returning the illegally withheld funds has been initiated", the statement reads.
The guilty officials, including a school principal and two heads of rural districts, have been brought to disciplinary responsibility.
Recall that in July it became known that a mother of many children with a disability was issued housing with faulty utilities in the suburbs of Pavlodar - in the village of Kenzheköl. The house had stove heating. Furthermore, there were problems with water supply and sewage. The woman applied to the head of the district with a request "to restore her place on the housing waiting list or to provide alternative accommodation suitable for her status as a disabled person", but was refused, after which she went to court.
Around the same time, a labour veteran, a Group II disabled person from the Akmola region appealed to the human rights ombudsman for assistance in getting his electricity reconnected. He reported that employees of the local power grid had cut off the electricity in his flat due to a debt of 1690 tenge. After all the circumstances were clarified, the pensioner's utilities were reconnected without any penalty fines.
