The Prosecutor's Office of the North Kazakhstan Region has identified numerous violations in the field of municipal waste management committed by local executive bodies.
According to the press service of the department, prosecutors uncovered falsification of data regarding the elimination of 79 unauthorised landfills, the storage of waste outside designated areas, and the dumping of rubbish beyond landfill sites in the Akkayyn, Kyzylzhar, Mamlyut, and Taiynsha districts, as well as the district named after M. Zhumabayev.
It was also revealed that the current landfills in the Mamlyut and Kyzylzhar districts, as well as in Petropavlovsk, do not comply with environmental requirements and sanitary standards.
"Contrary to the requirements of Article 365 of the Environmental Code, the Department of Ecology has not taken adequate measures regarding obvious and systematic violations, effectively contributing to the distortion of the true state of affairs," the statement said.
Following the act of prosecutor supervision, the regional akimat approved an action plan for 2025–2026 to eliminate systemic violations and improve the environmental situation in the region.
"A phased legalisation of historically established sites for the disposal of solid household waste is envisaged, with specification of implementation deadlines, funding volumes, responsible executors, and control mechanisms," the statement said.
As a result, for distorting reports on the elimination of unauthorised landfills, inadequate environmental control, and poor coordination of work, 13 officials were brought to disciplinary responsibility, including the head of the Department of Ecology, the head of the regional akimat's Department of Natural Resources, and the deputy akims of the Akkayyn, Kyzylzhar, and Mamlyut districts.
By resolution of the North Kazakhstan Region environmental prosecutor, 12 akims of rural districts were brought to administrative responsibility, with fines imposed totalling 1.3 million tenge.
Recall that in July, the environmental prosecutor's office, during monitoring, identified more than 30 unauthorised landfills on the territory of Almaty. Then, for violations of environmental requirements regarding waste management, deputy akims of the Medeu and Turksib districts, as well as the head of the apparatus of the akim of the Alatau district, were brought to administrative responsibility.
