A mother of many children has been ordered by a court to be reinstated on the housing waiting list in Atyrau.

In 2016, a mother of 7 children from Atyrau was placed on the waiting list for housing from the state housing fund. 

According to the press service of the Supreme Court, two years later the housing commission removed the mother of many children from the list, citing a house registered in her husband's name in the Makat district of the Atyrau region.

"The woman filed a claim with the specialised inter-district administrative court of the Atyrau region against the mayor of the Makat district and the department of housing and communal services, passenger transport and roads, seeking to declare part of the protocol decision regarding her illegal and to oblige them to reinstate her in the previous queue of those in need of housing on the list of socially protected vulnerable groups under the category 'families with or raising children with disabilities'", the statement reads.

In court, after examining the case, it was established that the plaintiff is a mother of many children, awarded the "Altyn Alqa" pendant, and her family belongs to socially vulnerable segments of the population under the category "families with or raising children with disabilities."

The court took into account that the mother of many children was forced to rent an apartment in the district centre for the home schooling of a child with disabilities, as the house where the plaintiff and her family lived is located 22 km from the village of Makat.

"According to the requirements of paragraph 1 of Article 73 of the Law 'On Housing Relations', a holder of the 'Altyn Alqa' pendant is not subject to removal from the list until receiving housing at the expense of the state", the statement reads.

In this regard, the court partially upheld the claim. Part of the protocol decision of the housing department regarding the plaintiff was declared illegal and annulled. As a result, the court ordered the department to reinstate the plaintiff in her previous place on the waiting list.

Recall that in August, it was reported that orphans in Petropavlovsk, who had received housing amid scandal, suffer from dampness and the stench of sewage in their apartments. The unbearable smell appeared after the basements of some houses were flooded with sewage in April. For several months, residents asked the authorities to deal with the problem, but nothing substantial was done by the mayor's office.

In July, it became known that a mother of many children with a disability was given housing with faulty utilities in the suburbs of Pavlodar - in the village of Kenzhekol. The house turned out to have stove heating. In addition, there were problems with water supply and sewage. The woman applied to the mayor with a request "for reinstatement in the housing queue or provision of another dwelling, corresponding to her status as a person with a disability", but was refused, after which she went to court.
