The Ministry of Health has developed a draft of amendments concerning the procedure for applying chemical castration to individuals convicted of sexual offences. According to the document, medicinal intervention is planned to be carried out six months before release.
In accordance with the proposals, the institution's administration must submit materials to the court twelve months before the end of the sentence. This is necessary to order a forensic psychiatric examination, which will determine the presence of mental disorders and a tendency towards sexual violence in the prisoner.
The amendments have been developed in implementation of the Law of 16 July 2025 "On introducing amendments and additions to certain legislative acts of the Republic of Kazakhstan on issues of optimising the criminal legislation of the Republic of Kazakhstan."
The draft document has been posted for public consultation, which will last until 18 August.
