The prosecutor's office of the Auliekol District in the Kostanay region inspected the municipal state enterprise "Veterinary Station of the Auliekol District" regarding the legality of veterinary and sanitary measures and the expenditure of budget funds.
According to data from the regional prosecutor's office, the inspection revealed systematic violations in the organisation of veterinary and sanitary measures, which threaten the safety of livestock farming and the efficiency of using state funds. The current epizootic situation creates risks for agriculture and the sanitary well-being of the population.
Station employees improperly performed their duties. It was revealed that there were 1,764 cases of fictitious entry of non-existent livestock into the "Identification of Agricultural Animals" database. 6,806 cases of failure to carry out mandatory vaccination, with the entry of false data about its implementation, were recorded.
Following the inspection, the prosecutor's office initiated 12 administrative proceedings against veterinary doctors and imposed fines totalling 589,800 tenge.
Under the prosecutor's office's order, 16 officials were brought to disciplinary responsibility, including the head of the enterprise and four akims (rural district heads). Funds amounting to 2,292,389 tenge were reimbursed to the state budget.
Earlier, the Supreme Audit Chamber (SAC) noted that in the agricultural sector, a full livestock accounting system still has not been established within the Ministry of Agriculture, creating risks of unjustified state support.
In December last year, the SAC conducted an inspection of the agricultural industry and uncovered large-scale fictitious subsidies. According to auditors, approximately 5 billion tenge was paid to more than 2,500 entities that ceased operations either before or after receiving the subsidies. Another nearly 3,000 recipients, receiving 5.4 billion tenge, were not even entities of the agricultural sector.
