A Majilis member has reported violations in the construction of a power plant for Samruk-Kazyna.

Mazhilis deputy Bolatbek Aliyev has drawn attention to inflated prices in the construction project of a power plant by Samruk-Kazyna JSC. According to him, a land plot of 60 hectares was valued at more than 2 billion tenge.

The Mazhilis member reported on his Facebook page that the project in question is "Construction of a power plant based on a combined-cycle gas turbine unit with a flexible electricity generation mode and a total capacity of up to 1000 MW in the Turkestan region".

As Aliyev stated, he noticed that the land plot for the power plant construction was allocated in circumvention of the law. 

"In particular, the alienation of land plots for state needs is carried out according to a set procedure. The executive body is obliged to issue a resolution on the compulsory acquisition of the land plot upon the order of Samruk, as is done, for example, for Kazatomprom or KazMunayGas, or for the construction of a school or hospital", the statement reads.

The deputy noted that the authorised body changed the designated purpose of the land plot, transferring it from the category of agricultural land to the category of industrial land. 

"And then an independent appraisal determined the land value at 2.150 billion tenge. And I believe this is a record for that area. And it was purchased for that amount by the inefficient Samruk-Kazyna JSC. And all of this, starting with the change in designated purpose, happened in a very short period of time. This amount raises serious doubts for me", Aliyev writes.

The Mazhilis member stated that he has sent a parliamentary inquiry to the Prosecutor General's Office to examine the issue from a legal standpoint.

Incidentally, after the publication, Bolatbek Aliyev reported on a conversation with certain journalists who told him that attempts were being made to discredit him in the eyes of the public.

"I recently wrote a post about inefficient management at Samruk-Kazyna, and almost immediately two journalists, independently of each other, contacted me, reporting that through them someone was trying to discredit me by suggesting they write posts on a specific topic. The topic turned out to be the same for both. And I even know who the client is", the deputy stated.

The Mazhilis member is confident that such attention to his person is a reaction to the post about Samruk-Kazyna.

It is worth recalling that in September, during a government meeting, Deputy Prime Minister Serik Zhumangarin stated that this year, out of the planned 2 million hectares, the state had recovered 1.3 million hectares of unused or illegally allocated agricultural land.

Later, prosecutors from the West Kazakhstan region identified an illegally provided land plot in the Bayterek district. When transferring the plot into private ownership, its price was unjustifiably reduced to 1.1 million tenge, whereas the actual price was 107.3 million tenge.

In early October, the Pavlodar region prosecutor's office uncovered cases of land grabbing, illegal construction, and allocation of plots without a tender in the Bayanaul National Park.
