President Kassym-Jomart Tokayev at an expanded government meeting emphasised the forward-looking nature of Kazakhstan's initiatives in this area and outlined further steps to strengthen the rule of law in the country.
The modern world is experiencing a period of turbulence, where issues of security and stability are coming to the forefront in many states. Notably, even the USA, traditionally positioning itself as a bastion of democracy and freedom, is increasingly turning to the topic of the primacy of legality and the rule of law. In this context, Kazakhstan's experience is of particular interest, as the country began systematic work in this direction ahead of time.
The 'Law and Order' Concept in Kazakhstan's implementation is not merely a declarative slogan, but a comprehensive programme of action aimed at forming a stable legal consciousness among citizens. An important element of this programme is the principle of 'zero tolerance' for offences, which is being consistently implemented at all levels of state governance and public life.

Thus, the Kazakh model for ensuring legality and the rule of law can serve as an example for other states facing similar challenges. The country's experience shows that a consistent policy in the area of strengthening the rule of law, based on the principle of zero tolerance for offences and the active involvement of society, can create a solid foundation for the stable development of the state and society as a whole.
