The akimat of Kostanay will expropriate around 70 land plots flooded during the spring thaw, for the construction and development of a park zone.
According to the news agency Kazinform, the city authorities plan to expropriate 69 land plots covering an area of 4.4 hectares in the "Kolesnye Ryady" district.
"The expropriation is carried out on the basis of the implementation of the General Plan of the city of Kostanay and the protocol of the meeting of the city commission for the prevention and elimination of emergency situations dated 12 November 2024", the statement reads.
It is noted that the resolution of the city akimat to begin the expropriation procedure was adopted in early December 2024.
"On 3 February 2025, legal claims were registered on the land plots (establishing a pre-emptive right of purchase in favour of the akimat of the city of Kostanay, which does not entail restrictions upon change of ownership or changes in identification characteristics)", the statement reads.
The akimat reported plans to obtain written consent or refusal from each owner to enter into an agreement, after which the contracts for the purchase of the plots would be approved.
"After receiving compensation for the expropriated property, owners must vacate their homes to avoid the negative consequences of the flood. If, for any reason, the owner cannot vacate the home before the start of the flood, they will bear all risks associated with the damage in full", the akimat stated.
At the same time, the city authorities noted that if the owner disagrees with the proposed terms, the expropriation procedure will continue through the courts and will take from three months to one year.
"During the court proceedings, if a flood occurs, the property will become unusable and its market value will significantly decrease, with all responsibility resting on the owners themselves", the akimat concluded.
Recall, earlier it was reported that in the village of Beskol in the North Kazakhstan region, the owners of six plots were not paid compensation for the construction of a new dam on their land. The villagers were promised payment for the alienation of the plots, but they never received the funds. The total amount of expected compensation is 95.8 million tenge.
