In the Turkestan region, the director of the Maktaral Rehabilitation Centre for Disabled Children, Nurzhan Suleimenov, and the chief accountant, Madina Nauryzbayeva, were convicted for embezzlement of budget funds.
According to Ratel.kz, the fraud at the institution had been carried out for at least five years. In 2019, the managers paid staff salaries tens of times higher than their official pay grades, pocketing the surplus. The damage that year amounted to 7.2 million tenge, and in 2020 it was 14.7 million tenge. From 2021 to 2024, the accused embezzled 10 million tenge.
Additionally, the director and accountant of the centre created two 'dead souls' with fictitious salaries, through which they stole more than 45 million tenge over four years.
Nauryzbayeva admitted her guilt and stated that she acted on the orders of the director, who received the majority of the funds.
For his part, Suleimenov denied his guilt, noting that as a manager he was overly trusting of the accountant and did not properly oversee the institution's financial flows.
Ultimately, the court found Nurzhan Suleimenov guilty and sentenced him to 8 years' imprisonment with a lifelong ban from holding public office. Madina Nauryzbayeva was sentenced to 7 years' imprisonment with a ban from engaging in accounting activities for 8 years.
They were also ordered, on a joint and several basis, to compensate for the damage caused, amounting to 84.3 million tenge, within one month, and to pay court costs of 2.5 million tenge.
Recall that in April it became known that the State Institution 'Department for Coordination of Employment and Social Programmes of Pavlodar Region' had entered into contracts with LLP 'Art-Class' and the Public Association of Disabled People 'Ayum i D' for the supply of laptops and mobile phones. The total purchase amount was more than 476 million tenge.
However, the supplier purchased cheap electronic equipment analogues that did not meet the stated technical specifications. This caused damage of nearly 133 million tenge. The court found the deputy head of the employment department guilty and sentenced her to 9 years' imprisonment. The supplier was sentenced to 7.5 years' imprisonment.
In May it was reported that employees of the Pavlodar city akimat departments and the apparatus of the akim of the Pavlodar district embezzled more than 89 million tenge from the budget. From August 2022 to September 2023, they received illegal payment for the work of individual assistants for disabled people. The court ultimately sentenced the convicts to restrictions on freedom ranging from 3.5 to 5.5 years.
In November, the Anti-Corruption Service of the East Kazakhstan Region exposed the head of the corporate fund 'Shygys' of the Kazakh Society of the Deaf for fraud. She is suspected of misappropriating 115 million tenge of budget funds.
At the beginning of December in Kostanay, the head of the Centre for Social Adaptation for Persons without a Fixed Place of Residence was found guilty of embezzling 11.2 million tenge.
