Kazakhstan's digital economy is becoming more transparent — popular bloggers have begun voluntarily declaring previously hidden multi-billion earnings. The State Revenue Committee (SRC) continues its work to identify undeclared income in the digital content sector, having sent notifications to hundreds of creators about significant discrepancies in their financial reports.
Blogging has long turned into a profitable business, and it is now becoming part of the official economy. According to SRC data, 12 bloggers have voluntarily declared hidden income totalling 1.4 billion tenge and paid 73.6 million tenge in taxes. This step shows that the digital economy is emerging from the shadows, and opinion leaders are beginning not only to earn, but also to take responsibility before the state.
Until recently, bloggers lived in a "grey zone" — much of the income from content, advertising and affiliate programmes remained outside official reports. However, the reality is that transparency of financial flows is becoming an integral part of the country's development and economy.
The work to identify understated incomes continues. To date, 854 bloggers have been sent notifications of suspected discrepancies totalling 71.9 billion tenge. It is important to understand that this sum is not a debt, but merely suspected income that has not been reflected in declarations. The deadline for responding to notifications is 30 working days.
Bloggers have been given the opportunity either to voluntarily rectify the situation, or to provide explanations. The essence of desk-based control is precisely to give the taxpayer the chance to voluntarily declare income and pay the taxes assessed, or, if they disagree with the identified violations, to submit clarifications.
The calculation and payment of taxes is based on the declarations submitted, at the relevant rates established by tax legislation. The law does not forbid earning millions from content, but it does require compliance with the established rules.
It should be noted that previously the State Revenue Committee identified discrepancies totalling 53.3 billion tenge for 594 bloggers and sent them more than a thousand desk-based control notifications regarding the violation of "understating income".
The voluntary fulfilment of tax obligations by bloggers is an important indicator of the growing maturity of Kazakhstan's digital economy. Bloggers, accustomed to teaching their audience and sharing secrets of success, are now setting a personal example of responsible attitude towards financial obligations to the state. The legalisation of income in this sphere demonstrates not only the growth of legal culture, but also the emergence of a new model of behaviour in the digital space.
This trend also has practical significance — taxes serve as the basis for funding healthcare, education, infrastructure and other key sectors. Participants in the digital economy are gradually becoming full-fledged and responsible subjects of economic activity, which indicates the industry moving to a new, more mature stage of development.
