The Almaty Public Utilities Development Department has purchased more than 5,000 new street bins for around 300 million tenge. City residents are unhappy: the wooden containers, which they say were in good condition, have been replaced.
According to ORDA, the new bins are metal, cylindrical or rectangular, and have already been installed on avenues. The editorial team obtained a video showing the removal of wooden bins with no signs of damage.

"I've lived here for years; the bins were good, made of wood. They removed them and put up cheap metal ones. Why? Not a single old one was broken," a man complains in a recording made on Momyshuly Street.
According to the public procurement website, the lot was announced in January, with purchases made on 29 April. Universal — Build LLP sold 1,552 bins for 59,200 tenge each (91.9 million), SBS INVEST CAPITAL LLP sold 2,260 bins for 53,000 tenge each (121.9 million), and Krom-Stroy Service LLP sold another 1,552 bins for 91.9 million tenge.
Similar concerns about spending budget funds are arising in various regions. Previously, the FBRK editorial team reported that in Atyrau, residents complained about the implementation of the "100 Courtyards" project. As part of the project, 54 benches were installed in a single row in one courtyard, while in another courtyard, there were more road signs than residents themselves.
These cases contrast sharply with the calls by the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, for total savings of budget funds and for spending them only on solving the most pressing tasks.
