In the Baiganin District of the Aktobe Region, dozens of farmers staged a protest in front of the akimat building, demanding that their bank accounts be unfrozen and the seizure of their property be lifted. According to them, the restrictions have been in place for nine months, and some villagers have even been banned from travelling abroad.
According to ORDA, the problems arose for clients of the LLP KT "Kamkor", a company that issued loans to farmers using funds from the JSC "Agrarian Credit Corporation" (ACC). The farmers claim that many of them paid off their loans long ago, but the seizures on their accounts and property have not been lifted.
"In 2016, my farm 'Zheksenbi' received six million tenge. In 2020, I fully repaid the debt, but I still cannot get the seizure on my property lifted. The flat in the city remains under lien. I owe nothing to 'Kamkor' or the 'Agrarian Credit Corporation'. I asked why the seizure hasn't been lifted. They say the 'line is closed'," a local resident said.
Outstanding loans remain for 12 people under contracts valid until 2031. However, the list of debtors also includes those who never applied for loans.
For instance, a farmer from the village of Miyaly, Myrzabay Babasov, reported that he has nothing to do with "Kamkor", but a large sum was still written off from his account.
"They illegally withheld 57 million tenge from us. 13 million was taken from my account. I was never a member of 'Kamkor', I didn't sign anything, I didn't even register. The company chairman did all of this secretly from me. There are seven other farms like mine," the farmer stated.
It has become known that LLP KT "Kamkor" received 80 million tenge for subsequent lending to farmers. The ACC claims that there were "serious arrears" among the borrowers—up to two years—prompting the company to file lawsuits for the forced recovery of debts.
"The decision has now been appealed to the cassation instance and has been returned for review to the appeal court. Following the final court decision, the funds of participants who did not take out loans will be returned," said Azamat Tursynbekuly, director of the Aktobe branch of the ACC.
Meanwhile, the agricultural workers who have fully repaid their debts are demanding that the seizures on their accounts and property be lifted immediately. Due to the restrictions, they are unable to pay for feed supplies, pay wages, or prepare for the wintering of their livestock.
