According to sources from FBRK, two senior transport control officials have come under the scrutiny of the Anti-Corruption Service: the deputy head of the Pavlodar region inspectorate, Serik Bezgazimov, and the head of the Zhambyl region inspectorate, Daulet Kemelov.
It is reported that the officials are absent from their workplaces. It is believed this is linked to their detention. It has emerged that Bezgazimov and Kemelov had previously received disciplinary penalties for serious misconduct.
In July 2023, Bezgazimov, while working as deputy head of the transport control inspectorate for the Kostanay region, received a warning of incomplete service compliance for two separate incidents.
The official submitted inaccurate information to the court regarding a case between the housing and communal services department and a road construction company, which allowed the latter to avoid warranty obligations for repairs at the first instance. He was also accused of illegally issuing foreign permit forms to offending companies.
In July 2022, during Kemelov's leadership of the transport control inspectorate for the Zhambyl region, an inspection revealed the absence of necessary equipment at checkpoints, the formalistic keeping of video recordings, and the systematic sheltering of offenders from liability.
For the improper performance of duties, which led to individuals and legal entities avoiding fines totalling more than 2.2 million tenge, Kemelov and three inspectors received warnings of incomplete service compliance.
According to unconfirmed reports, it is alleged that Daulet Kemelov is a nephew of the Mayor of Almaty, Bakytzhan Sagintayev, and a relative of the head of the Committee for Automobile Transport and Transport Control, Altai Ali.
