The head of Astana’s healthcare department, Aliya Rustemova, stated that the city’s hospitals have accounts payable amounting to 14.7 billion tenge.
According to Zakon.kz, she noted that the budget of medical organisations financed through the Compulsory Medical Insurance Fund (CMIF) stood at 120.4 billion tenge this year, which is 2.5% higher than last year.
“Insufficient funding of medical organisations has led to the formation of accounts payable. Thus, the total amount of accounts payable today stands at 14.7 billion tenge. This includes 4.5 billion tenge owed to 'Pharmacy' Corporation and 10.2 billion tenge owed to other suppliers. Of this, the amount of overdue accounts payable for 2022-2023 totals 3.3 billion tenge. This involves three medical organisations: Multidisciplinary City Hospital No.1 – 2.2 billion tenge, the City Centre for Phthisiopulmonology – 662 million tenge, and the City Infectious Diseases Centre – 398 million tenge”, she noted.
Rustemova also outlined the main reasons for the formation of accounts payable:
- low tariffs that do not account for annual increases in the cost of medicines, medical devices, food, utilities, and other services and works;
- increases in medical staff salaries;
- signing contracts for service volumes lower than those requested;
- the application of a linear scale.
“Furthermore, a reason for the formation of current accounts payable is the untimely funding from the Medical Insurance Fund branch. Thus, to date, medical organisations have been paid only for four months of this year based on certificates of completed work. The advance payment of 30-40% received at the beginning of the year only covers salary payments and taxes”, the head of the department added.
According to her, the city akimat is currently considering repaying the debt of City Multidisciplinary Hospital No.1 in the amount of 1 billion tenge using local budget funds. This issue is expected to be brought before a meeting of the maslikhat on 2 September.
