The issue of stray animals in Aktau continues to gain momentum. The editorial board of FBRK has received official responses from city and regional authorities regarding the fate of the temporary shelter and plans to build a new facility.
According to the Department of Agriculture of the Mangystau Region, the Akimat of Aktau is working on project and estimate documentation for the construction of a new shelter, aimed at improving conditions for stray animals.
Earlier, the editorial board of FBRK reported on the alarming situation at the temporary shelter in Aktau, where animal rights activists found animals living in unacceptable conditions. Footage of emaciated dogs sparked widespread outrage on social media.
The regional department of agriculture stated that the animals shown in the video were being kept in isolation due to illness. It was also reported that the facility is currently not in use.
Regarding the new shelter, the city construction department noted that the contract for its design was awarded to LLP «MastInzhProject» as far back as September 2023. The company won the tender among ten participants by offering the largest discount.
LLP «MastInzhProject» has been in business for over 16 years, since 2008. Since then, the company has paid over 343 million tenge in tax contributions.
The project itself is valued at 14.3 million tenge. Initially, the bulk of the amount — 13.3 million tenge — was planned for use in 2024. However, in December of last year, the contract terms were suddenly changed, shifting the main funding to 2025.
Currently, the development of the project and estimate documentation is at the final stage. It is planned to submit it for state expert review in March 2025.
Once a positive conclusion is obtained, a budget request will be submitted to allocate funds for construction. The estimated construction period is 10 months.
Notably, the contractor company has its own difficulties.
The head of LLP «MastInzhProject», Aslan Sagingaliyev, has a debt to LLP «Microfinance Organisation «Aktobe auyl microcredit» in the amount of 6.1 million tenge. As a result, restrictions have been imposed on him: a ban on notarial actions, leaving the country, and the seizure of bank accounts.
The situation with stray animals in the city remains uncertain. The 2024 budget programme has ended, and no state procurement of temporary shelter services for 2025 has yet taken place.
Given that the construction of the new shelter will, at best, begin in the second half of 2025, the question of where and in what conditions stray animals will be kept in the near future remains open.
The editorial board of FBRK has sent an official request to the regional department of ecology, hoping to obtain comments from the agency regarding this situation.
