In Aktau, animal rights activists have discovered a shocking case of inadequate care for stray animals at a temporary shelter.
Video footage circulating on social media, shows emaciated dogs in unsanitary conditions, with scraps of food scattered nearby in a highly unpleasant state.
The Aktau Public Foundation 'CHANCE' has sent an official appeal to the Department of Agriculture of the Mangistau Region.
In their response, the department presented a completely different picture: the temporary shelter, established on the site of the production base of LLP 'Қала жолдары', is equipped with all necessary facilities, including an operating unit and a steriliser.
It is reported that disinfection is carried out daily using soda ash, and the shelter itself is designed to house 200 dogs.
Furthermore, the department stated that substantial funding was allocated for this shelter in 2024: 5.8 million tenge 'for the city of Aktau' and 8.9 million tenge 'for the Munaily district'.
The capture and maintenance of stray animals is handled by LLP 'Redmaya'.
The department also noted that the temporary solution will soon be replaced by a full-fledged shelter. However, for now, it exists only on paper — construction is at the stage of developing design and estimate documentation, which is being handled by the Construction Department of the Aktau City Akimat. 14.3 million tenge have been allocated from the city budget for this project.
The shocking discrepancy between the reality captured on video and the rosy picture presented in official reports is inexplicable.
We can assume that the Department of Agriculture either does not have up-to-date information on the state of the temporary shelter, or that different facilities are being referred to.
Regardless, the animals continue to be kept in unacceptable conditions at this time.
The editorial board of the FBRK has sent an official request to the Department of Agriculture of the Mangistau Region to ascertain the department's position on the video materials circulating on social media. We have also contacted the Aktau City Akimat to find out how the construction of the new city shelter is progressing and what alternatives are currently available.
