Ministry of Internal Affairs (MIA) has reported the results of its anti-corruption efforts for the first half of 2026. According to the department, 234 internal affairs officers failed the integrity check, and 302 officers were dismissed over the six-month period. At the same time, the MIA reported a decrease in several disciplinary violations and an increase in reports of attempted bribery.
WHAT THE CHECK SHOWED
According to Politprosvet.kz, citing the MIA, in April 2026, the Department of Internal Security conducted a large-scale check of internal affairs officers using the integrity check system, aimed at identifying corruption risks and ensuring compliance with service discipline.
A total of 2,382 officers were checked. Of these, 2,148 were confirmed to meet integrity requirements, while 234 officers (9.8%) failed the check. Officer meetings were held with all police officers who did not pass, at which the identified violations and service discipline requirements were explained.
A separate check of patrol police officers in 5 regions, using simulated corruption situations, found no violations.
WHAT PERSONNEL DECISIONS WERE MADE
As reported by the MIA, during the first six months of 2026, as part of preventive work, 302 internal affairs officers were dismissed. Of these, 97 officers, including 5 managers, were dismissed for negative reasons. A further 122 officers, including 48 managers, were relieved of their posts.
Additionally, due to shortcomings in their work, 7 heads of territorial internal security units were dismissed. These include 5 heads of internal security departments of the police departments (PD) of Almaty, Zhambyl Region, Karaganda Region, North Kazakhstan Region and Atyrau Region, as well as 2 deputy heads in Mangystau Region and Zhambyl Region.
In the second quarter of 2026, there were also 141 open meetings of disciplinary commissions, attended by almost 17,700 police officers. As a result, 500 officers were brought to disciplinary responsibility.
Furthermore, 19 exemplary court hearings were organised for personnel, at which guilty verdicts were announced against former internal affairs officers. These were attended by 986 police officers.
WHAT CHANGES THE MIA RECORDED
According to the MIA, the measures taken were accompanied by a reduction in certain types of service discipline violations compared to the same period last year.
The number of instances of officers being on duty while under the influence of alcohol fell by 23%, cases of drug use dropped by 60%, and cases of hazing among officers decreased by 25%.
HOW MANY REPORTS OF ATTEMPTED BRIBERY WERE RECEIVED
The MIA also reported that internal affairs officers have become more frequent in reporting attempts to induce them into corrupt actions.
During the reporting period, based on reports from police officers themselves, 10 pre-trial investigations were registered regarding offers of bribes and illegal gifts. Of these, 4 were registered in Aktobe Region, 2 each in Astana and Kostanay Region, and 1 each in Akmola Region and Ulytau Region.
According to MIA information, 4 civilians have been found guilty by the court in these cases. For refusing bribes and taking a principled stance, 4 police officers received departmental awards.
