In 2027, Kazakhstan expects to receive 64.82 billion tenge from Russia for the lease of the Baikonur complex and the use of military test sites. Such revenues are provided for in the draft republican budget for 2027–2029.
HOW LEASE PAYMENTS ARE DISTRIBUTED
According to the portal Open NPA, for the use of the Baikonur complex, Russia is to pay 55.2 billion tenge. A further 9.62 billion tenge is earmarked for the use of Kazakh military test sites.
The amount of the lease payment for Baikonur is determined by the lease agreement for the complex between the governments of the Republic of Kazakhstan and the Russian Federation. When calculating revenues, the projected tenge-to-US dollar exchange rate is also taken into account.
WHY THE AMOUNT FOR BAIKONUR IS EXPRESSED IN TENGE
The annual lease payment for the Baikonur complex is $115 million. To calculate revenues of 55.2 billion tenge for 2027, the Ministry of Finance used an average annual exchange rate of 480 tenge per $1.
For comparison, in 2025 the lease of the cosmodrome amounted to 54.1 billion tenge at an average annual exchange rate of 470 tenge per $1. For the use of military test sites, 9.42 billion tenge was earmarked at that time.
WHAT SHARE RUSSIA'S PAYMENTS CONSTITUTE
Kazakhstan's total revenues from the lease of state-owned property in 2027 are projected at 67.24 billion tenge. Thus, payments for Baikonur and the military test sites form the bulk of these revenues.
In 2028, revenues from the lease of state property are projected at 67.37 billion tenge, and in 2029 — 67.49 billion tenge. All projected figures were compiled by the Ministry of Finance on the basis of data from authorised state bodies.
WHAT TERRITORIES RUSSIA LEASES
Russia leases 8.6 million hectares of various test sites in Kazakhstan. These include the Sary-Shagan test site covering 6.99 million hectares, the 929th State Flight Test Centre covering 1.3 million hectares, and the 4th State Central Interservice Test Site covering 292,800 hectares.
