The company, whose beneficiary is a deputy of the Turkistan Regional Maslikhat Magauiya Turysbekov, has submitted an application to the Development Bank of Kazakhstan (DBK) for financing the construction of a Hilton hotel in Shymkent. The application is currently at the stage of collecting documents for the bank's due diligence process.

WHAT IS KNOWN ABOUT THE APPLICATION

According to Nege.kz, the borrower is listed as Pana Holding LLP, and the beneficiary of the project is Magauiya Turysbekov. The amount of financing requested has not been disclosed.

Earlier, the Minister of Tourism and Sports, Yerbol Myrzabosynov, reported that the construction cost of the Hilton hotel in Shymkent is estimated at 17.5 billion tenge.

WHAT THE PROJECT IS INTENDED TO BECOME

Completion of the project is planned by the end of 2027.

The capsule for the future five-star hotel was laid in 2024 in the Shymkent City microdistrict. At that time, the opening of the international chain hotel was expected in 2026.

The hotel is expected to include 167 rooms, a ballroom, restaurants, a fitness centre, and several conference rooms.

WHY THE PROJECT IS ATTRACTING ADDITIONAL ATTENTION

Magauiya Turysbekov is a deputy of the Turkistan Regional Maslikhat. His name was previously mentioned in connection with the findings of the Supreme Audit Chamber (SAC) regarding the supply of medical gloves.

According to the SAC, in 2024, his company KazMedProm LLP supplied SK-Pharmacy LLP with 63 million pairs of medical gloves worth 8.1 billion tenge, using preferences intended for domestic producers. Auditors reported that the volume and specifications of the supplied products matched a batch of gloves purchased by the company in Thailand during the same period.

Furthermore, according to the SAC, diagnostic latex gloves Panagloves were sold at 98 tenge per pair, while market offers were available at 40 tenge. The chamber calculated that as a result, the state may have overpaid by 5.3 billion tenge.

WHAT POSITION WAS TAKEN BY THE PROSECUTOR'S OFFICE AND THE AUDITORS

According to the Shymkent prosecutor's office, an inspection found that the enterprise produces approximately 17 million pairs of gloves annually. Another 50 million pairs are made from products imported from Thailand without packaging (in bulk), which then undergo washing, drying, disinfection, and packaging in Kazakhstan.

The prosecutor's office recognised such operations as processing and found no violations. In turn, the SAC stated that such processing does not change the commodity code, and in the auditors' opinion, it is effectively not manufacturing.
