Restorer and blogger Zhuldyz Marlen on her personal Instagram page spoke about a "fraudulent scheme" which, according to her, was orchestrated by a deputy of the Karaganda Regional Maslikhat from the AMANAT party together with his wife.

A few days ago, Zhuldyz Marlen shared a story about a renovation that she and her team carried out in a 200 sqm apartment in the capital's Highvill residential complex at 3 Baitursynov Street.
The restorer signed a contract for construction and renovation work with Zhazira Ilyasovna Orazgalieva. According to Zhuldyz Marlen, Ms Orazgalieva and her husband - a deputy of the Karaganda Regional Maslikhat from the AMANAT party, Askar Begalyuly Orazbekov - were actively involved in the renovation, monitoring every stage of the work carried out.
However, on the day the project was due to be handed over, the clients stopped responding to contact, and at the apartment door appeared Mr Orazbekov's mother, who claimed to be the owner of the apartment and said she knew nothing about any renovation.
Zhuldyz Marlen, who had not received payment for the renovation services, filed a statement regarding the fraud. Later, the restorer received a pre-trial claim from the client, who it turned out was allegedly unhappy with the renovation.
Our editorial team has established that Askar Orazbekov, as a deputy of the regional maslikhat, is also the head and founder of Samruk Hydro LLP.
The company was registered in 2011, but taxes were first paid in 2024 - a total of 62 thousand tenge.
Incidentally, the company's legal address completely matches the address where Zhuldyz Marlen carried out the renovation.
According to data from the kompra.kz service, in 2011 Samruk Hydro LLP was headed by Amanzhol Alpysbayev – a former deputy akim of the West Kazakhstan Region. In 2021, he was removed from his position due to "circumstances incompatible with state service".
This related precisely to his activities in Samruk Hydro LLP, which could not have taken place due to the prohibition on officials engaging in entrepreneurial activities.
Along with Mr Alpysbayev, in 2011 Rsaldy Ilyasovna Nazarbayeva was listed as a co-founder, who, according to some media outlets, is a relative of Kairat Satybaldy.
In 2018, Askar Orazbekov directed Hong Kong Link Technology Kazakhstan LLC, which is engaged in the extraction and enrichment of metal ores.
Today, Askar Orazbekov owns a sole proprietorship of the same name, which specialises in catering and provides food delivery services.
Askar Orazbekov has been involved in several court cases. In particular, one case, related to a road accident caused by Mr Orazbekov, helped to establish the deputy's home address in Astana.
The deputy's wife, Zhazira Orazbekova, also owns a sole proprietorship. Interestingly, the legal address of Orazbekova's sole proprietorship matches the address of her husband's company. Similarly, the activity carried out by the sole proprietorship also matches.
Zhazira Orazbekova was also once involved in a road accident. The materials of the corresponding administrative case list the capital address of the deputy's wife. This is the third address connected to the Orazbekov family.
Curiously, in the case materials, the "place of work" field states "not working". It is known, however, that Ms Orazbekova owns a business.
In open sources, we managed to find a work email address and phone number, which point to the establishment Coffee Boom. This appears to be a coffee shop located in Karaganda at 1 Abay Street.
Arguably, all the above facts would not be particularly significant in the context of the situation with Zhuldyz Marlen, were it not for the position held by Mr Orazbekov.
After all, the code of ethics for a member of the AMANAT party prescribes general standards of conduct.
The FBRK editorial team has sent an official request to the Karaganda Regional Branch of the AMANAT party to find out their perspective on the situation that has given cause for criticism of the deputy.
